In this title: Except as inconsistent with the provisions of this title, the term Secretary means the Secretary of Health and Human Services. The term State refers to each of the 50 States and the District of Columbia. The term Tribal , with respect to a department of health (or health department), includes— Indian Tribes that— are operating one or more health facilities pursuant to an agreement under the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5301 et seq.); or receive services from a facility operated by the Indian Health Services; and Tribal organizations and Urban Indian organizations.
