During the COVID–19 national emergency, an eligible agency may use funds available to such agency under paragraphs
(2)and
(3)of section 222(a) of the Workforce Innovation and Opportunity Act ( 20 U.S.C. 3302(a) ) for the administrative expenses of the eligible agency related to transitions to online service delivery of adult education and literacy activities. Not later than 30 days after the date of enactment of this Act, the Secretary shall, in carrying out section 242(c)(2)(G) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3332(c)(2)(G) ), identify and disseminate to States strategies and virtual proctoring tools to— assess the progress of learners in adult education programs based upon valid research, as appropriate, and; measure the progress of such programs in meeting the State adjusted levels of performance described in section 116(b)(3) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3141(b)(3) ). Except as otherwise provided, the terms in this section have the meanings given the terms in section 203 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3272 ).
