In this title: The term Commission means the Federal Communications Commission. The term National Lifeline Eligibility Verifier has the meaning given such term in section 54.400 of title 47, Code of Federal Regulations (or any successor regulation). The term State has the meaning given such term in section 3 of the Communications Act of 1934 ( 47 U.S.C. 153 ).
