Section 6008(a) of the Families First Coronavirus Response Act ( Public Law 116–127 ) is amended by striking 6.2 and inserting 13 . Section 6008 of such Act is amended— in subsection (a), by striking such emergency period and inserting the specified period (as defined in subsection (d)) ; in subsection (b)(3)— by striking the emergency period and inserting the specified period (as defined in subsection (d)) ; and by striking such emergency period and inserting such specified period ; and by adding at the end the following new subsection:
In this section, the term specified period means, with respect to a State, including the District of Columbia, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the United States Virgin Islands, the period beginning on the first day of the emergency period described in subsection
(a)and ending on the date that is 3 months after the first day occurring on or after the date of the enactment of this section that the average unemployment rate for the 12-month period ending on such first day— in such State is not more than 2 percentage points higher that the average unemployment rate in such State during the period consisting of October 1 through December 31 of 2019; and in the United States is not more than 2 percentage points higher that the average unemployment rate in the United States during the period consisting of October 1 through December 31 of 2019. .
