Section 363(b) of the National Defense Authorization Act for Fiscal Year 2020 ( Public Law 116–92 ) is amended by adding at the end the following new paragraphs: The execution of the planned schedule, categorized by class of ship, for each of the three preceding fiscal years, including— the actual contract award compared to the milestone; the planned completion date compared to the actual completion date; and each regional maintenance center’s availability schedule performance for on-time availability completion.
In accordance with the findings of the Government Accountability Office (GAO 20-370)— in 2021, an analysis plan for the evaluation of pilot program availabilities funded by the Other Procurement, Navy account; and in 2022, a report on the Navy’s progress implementing such analysis plan. .
