Section 3251(b) of the National Nuclear Security Administration Act ( 50 U.S.C. 2451(b) ) is amended by adding at the end the following new paragraph: In the budget justification materials for each of fiscal years 2022 through 2026 submitted to Congress in support of each such budget, the Administrator shall include a detailed description of the uncosted and unobligated amounts that the Administrator maintains, listed by the year for which the amounts were appropriated, including— the gross uncosted and unobligated amounts for each individual program element (using thresholds specified in the report submitted by the Secretary of Energy to Congress titled Report on Uncosted Balances for Fiscal Year Ended September 30, 2014 ); and an explanation for why the uncosted and unobligated amounts have not been expended. .
