Notwithstanding section 34(d)(2)(A)(iv) of the National Institute for Standards and Technology Act ( 15 U.S.C. 278s(d)(2)(A)(iv) ), each Manufacturing USA Institute (established under subsection
(d)of such Act) shall, as appropriate, contract with a Hollings Manufacturing Extension Partnership Center (established under section 25 of such Act) in each State in which such Institute provides services, either directly or through another such Center, to provide defense industrial base-related outreach, technical assistance, workforce development, and technology transfer assistance to small and medium-sized manufacturers. No Center shall charge in excess of its standard rate for such services. Funds received by a Center through such a contract shall not constitute financial assistance under 25(e) of such Act.
