chapter 71 of title 5 None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2021 for the Department of Defense may be used to carry out the authority provided under section 7103(b) of title 5, United States Code, to exclude the Department of Defense or any agency or subdivision thereof from coverage under chapter 71 of such title.
