Section 740 of the National Defense Authorization Act for Fiscal Year 2020 ( Public Law 116–92 ) is amended— in subsection (a)— by striking The Secretary of Defense may and inserting Beginning not later than 180 days after the date of the enactment of the National Defense Authorization Act for Fiscal Year 2021, the Secretary of Defense shall ; and by striking and the Secretary of Transportation and inserting the Secretary of Transportation, and the Administrator of the Federal Emergency Management Agency ; in subsection (d), by striking and the Secretary of Transportation and inserting the Secretary of Transportation, and the Administrator of the Federal Emergency Management Agency ; and in subsection (f)— by striking the Committees on Armed Services of the Senate and the House of Representatives each place it appears and inserting the appropriate congressional committees ; in paragraph (1)(B)(i), by inserting before the period the following: , including a recommendation for at least one of the locations selected under subsection
(c); and by adding at the end the following new paragraph: In this subsection, the term appropriate congressional committees means the following: The Committee on Armed Services, the Committee on Transportation and Infrastructure, the Committee on Veterans’ Affairs, the Committee on Homeland Security, and the Committee on Energy and Commerce of the House of Representatives. The Committee on Armed Services, the Committee on Commerce, Science, and Transportation, the Committee on Veterans’ Affairs, the Committee on Homeland Security and Governmental Affairs, and the Committee on Health, Education, Labor, and Pensions of the Senate. .
