Sec. 526. Report on bad paper

Not later than September 1, 2021, the Inspector General of the Department of Defense shall submit to the Committees on Armed Services of the Senate and House of Representatives a report regarding bad paper issued by the Department of Defense during the 20 years preceding the date of the report. The report shall include, with regards to members who received bad paper, the following, if known: Sex. Age. Religion. Race. Ethnicity. Tribal affiliation. Sexual orientation. Reasons for discharge or dismissal.
In a case of a bad conduct or medical discharge, whether there is evidence the member suffered symptoms of sexual trauma, including— post-traumatic stress disorder; going absent without leave or on unauthorized absence; inability to complete duties or carry out orders; insubordination; substance abuse; or substance addiction; Whether the member had filed a complaint within the chain of command regarding— fraud, waste, or abuse of Federal funds; a violation of military or Federal law; a violation of the Uniform Code of Military Justice; sexual assault; sexual harassment; sexual abuse; sexual trauma; or discrimination on the basis of sex, age, religion, race, ethnicity, Tribal affiliation, or sexual orientation.
Armed Force. Any other information the Inspector General determines appropriate. To prepare report under this section, the Inspector General may interview veterans or other former members of the Armed Forces. In this section, bad paper means a discharge or dismissal from the Armed Forces characterized as— dishonorable; bad conduct; or other than honorable.
