Section 2358b of title 10, United States Code, is amended by adding at the end the following new subsection: The Under Secretary of Defense for Research and Engineering, acting through the Director of the Defense Innovation Unit, shall carry out a pilot program to develop a software-based system that enables active duty military units to identify, access, and request support from members of the reserve components who have the skills and expertise necessary to carry out one or more functions required of such units.
In carrying out the pilot program, the Director of the Defense Innovation Unit shall— ensure that the system developed under paragraph (1)— enables active duty units, in near real-time, to identify members of the reserve components who have the qualifications necessary to meet certain requirements applicable to the units; improves the ability of the military departments to access, on-demand, members of the reserve components who possess relevant experience; and prioritizes access to members of the reserve components who have private-sector experience in the fields identified in section (b); leverages commercial best practices for similar software systems; recommend policies and legislation to streamline the use of members of the reserve components by active duty units; and carry out such other activities as the Director determines appropriate.
The authority to carry out the pilot program under this subsection shall terminate on September 30, 2025. .
