Sec. 502. Grants for reimbursement of compliance costs for very small processors of meat food products and poultry products

Title V of the Federal Meat Inspection Act ( 21 U.S.C. 683 et seq.) is amended by adding at the end the following new section: The Secretary shall establish a grant program to provide competitive grants to eligible establishments to assist such establishments in making adjustments to the facilities, equipment, processes, and operations of such establishments to meet the requirements of this Act. The Secretary may carry out such program with any agency within the Department of Agriculture that the Secretary determines is appropriate.
An establishment is eligible to receive a grant under this section if such establishment is— subject to Federal or State inspection under this Act ; and has fewer than 10 employees; or has annual gross sales of less than $2,500,000. An establishment receiving a grant under this section shall use the funds made available through such grant to cover— the cost of developing and issuing (other than the cost of labor), directly incurred or incurred by a consultant, a Hazard Analysis and Critical Control Points plan for the establishment; and the actual costs of any adjustments to facilities, equipment, processes, and operations necessary for the establishment to comply with this Act.
The total amount of funds provided to a recipient of a grant under this section shall not exceed $50,000. Funds provided under a grant under this section shall not exceed 50 percent of the costs referred to in subsection (c), as determined by the Secretary. Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section $10,000,000 for each of fiscal years 2021 through 2030. There are authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2021 through 2030. .
The Poultry Products Inspection Act ( 7 U.S.C. 451 et seq.) is amended by inserting after section 25 ( 7 U.S.C. 468 ) the following: The Secretary shall establish a grant program to provide competitive grants to eligible establishments to assist such establishments in making adjustments to the facilities, equipment, processes, and operations of such establishments to meet the requirements of this Act.
