For funds appropriated under the heading Department of Housing and Urban Development—Community Planning and Development—Community Development Fund in subdivision 1 of division B of the Bipartisan Budget Act of 2018 ( Public Law 115–123 ) or the Additional Supplemental Appropriations for Disaster Relief Act, 2019 ( Public Law 116–20 ), the Secretary shall execute all grant agreements for disbursement of funds allocated to a grantee no later than 60 days after the date of approval of a grantee’s plan for the use of funds: , That amounts repurposed by this section that were previously designated as an emergency requirement or as being for disaster relief pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 are designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 or as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.
