Section 103(a)(1) of the Education of the Deaf Act of 1986 ( 20 U.S.C. 4303(a)(1) ) is amended— by striking twenty-one and inserting twenty-three ; in subparagraph (A)— by striking three and inserting four ; and in clause (i)— by striking one and inserting two ; and by striking Senator and inserting Senators ; and in subparagraph (B), by striking eighteen and inserting nineteen .
