Sec. 5501. Reliability of bulk-power system in changing conditions

Not later than 1 year after the date of enactment of this paragraph, the Electric Reliability Organization shall file with the Federal Energy Regulatory Commission a proposed reliability standard, under section 215(d) of the Federal Power Act ( 16 U.S.C. 824o(d) ), that addresses the reliability of the bulk-power system and suggestions for how to— prepare for and adapt to changing conditions; and withstand and rapidly recover from disruptions, including disruptions caused by extreme weather conditions. The proposed reliability standard filed under subsection
(a)shall take into account regional differences. In this section, the terms bulk-power system , Electric Reliability Organization , and reliability standard have the meanings given those terms in section 215 of the Federal Power Act ( 16 U.S.C. 824o ).
