Sec. 310. Multi-benefit projects to improve watershed health

Not later than 1 year after the date of enactment of this Act, the Secretary of the Interior, in consultation with the heads of relevant agencies, shall establish a competitive grant program for habitat restoration projects that accomplish one or more of the following: Improve watershed health. Mitigate against the impacts of climate change. Benefit ecosystems. Protect against endemic species. Restore aspects of the natural ecosystem. Enhance commercial and recreational fishing.
In awarding a grant under subsection (a), the Secretary— shall give priority to a project that achieves more than 1 of the benefits described in that subsection; and may not provide a grant for a project that is for the purpose of meeting existing environmental mitigation or compliance obligations. A project awarded a grant under subsection
(a)shall comply with all applicable Federal and State laws. There is authorized to be appropriated to carry out this section $150,000,000 for each of fiscal years 2020 through 2024.
