On the date that is 4 years after the date of the enactment of this Act, the Comptroller General shall submit to Congress a study on— the affect that the Center has had on— the provision of public defense services; and the cost of the criminal justice system; and the provision and the cost of providing public defense services for jurisdictions that do not receive assistance from the Center.
