Notwithstanding section 9701 of title 31, United States Code, and section 2110 of title 46, United States Code, the Secretary of the department in which the Coast Guard is operating may not charge an inspection fee for towing vessels required to have a Certificate of Inspection under subchapter M of title 46, Code of Federal Regulations, until— the completion of the review required under section 815 of the Frank LoBiondo Coast Guard Authorization Act of 2018 ( Public Law 115–282 ); and the promulgation of regulations to establish specific inspection fees for such vessels.
