In this Act: Unless otherwise specified, the term appropriate congressional committees means— the Committee on Foreign Relations of the Senate; the Committee on Appropriations of the Senate; the Committee on Foreign Affairs of the House of Representatives; and the Committee on Appropriations of the House of Representatives. Unless otherwise specified, the term Department means the Department of State. Unless otherwise specified, the term Secretary means the Secretary of State.
