Sec. 842. Requirement for independent study of existing security assistance authorities

Not later than 60 days after the date of the enactment of this Act, the Secretary shall enter into a contract with a federally funded research and development center with appropriate expertise and analytical capability to carry out the study described in subsection (b). The study required by subsection
(a)shall provide for a comprehensive examination of— the history and evolution of existing security assistance authorities and the original intent of such authorities; areas in which— such authorities have deviated from such original intent and explanations why; and such authorities overlap or compete with one another; and recommendations for consolidating, replacing, or otherwise adapting such authorities, as well as for establishing new ones, to include recommendations for differentiating authorities based on the capacity and capabilities they build as opposed to by issue or purpose. Not later than one year after the date on which the Secretary enters into a contract pursuant to subsection (a), the independent research entity that has entered into a contract with the Secretary shall submit to the Secretary a report containing— the results of the study required by subsection (a); and such recommendations to improve the effectiveness of existing security assistance authorities as the entity considers to be appropriate. Not later than 30 days after receipt of the report under paragraph (1), the Secretary shall submit such report, together with any additional views or recommendations of the Secretary, to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.
