Chapter 103 of title 5 of the United States Code, as added by section 313 of this Act, is amended by adding at the end the following: Any consulting service obtained by the Department of State through procurement contract pursuant to section 3109 of title 5, United States Code, shall be limited to those contracts with respect to which expenditures are a matter of public record and available for public inspection, except if otherwise provided under existing law, or under existing Executive order issued pursuant to existing law. .

The table of sections for subpart I of title 5, United States Code, is amended by adding after the item relating to section 10302 the following new item: 10302. Consulting services for the Department of State .
