Not later than 240 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate congressional committees a report on the risks posed by man-made space debris in low-earth orbit, including— recommendations with respect to the remediation of such risks; and outlines of plans to reduce the incident of such space debris. In this section, the term appropriate congressional committees means— the Committee on Armed Services and the Committee on Science, Space, and Technology of the House of Representatives; and the Committee on Armed Services and Committee on Commerce, Science, and Transportation of the Senate.
