Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security shall report to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate regarding the direct and indirect impacts of the lapse in appropriations between December 22, 2018, and January 25, 2019, on— Department of Homeland Security human resources operations; the Department’s ability to meet hiring benchmarks; and retention, attrition, and morale of Department personnel.
