In this title: The term agency has the meaning given that term in section 551 of title 5, United States Code. The term distressed community means a geographic unit, as defined by the Secretary of Commerce, with— a low per capita income; an unemployment rate below the national average; or actual or threatened severe unemployment or economic adjustment problems. The term institution of higher education has the meaning given that term in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) ).
The term State means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any possession of the United States.
