Section 221(b)(1) of the Juvenile Justice and Delinquency Prevention Act of 1974 ( 42 U.S.C. 5631(b)(1) ) is amended by striking 2 percent and inserting 5 percent . Section 222 of the Juvenile Justice and Delinquency Prevention Act of 1974 ( 42 U.S.C. 5632 ) is amended— in subsection (a)— in paragraph (1), by striking age eighteen and inserting 18 years of age, based on the most recent data available from the Bureau of the Census ; and by striking paragraphs
(2)and
(3)and inserting the following: If the aggregate amount appropriated for a fiscal year to carry out this title is less than $75,000,000, then— the amount allocated to each State other than a State described in clause
(ii)for that fiscal year shall be not less than $400,000; and the amount allocated to the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands for that fiscal year shall be not less than $75,000. If the aggregate amount appropriated for a fiscal year to carry out this title is not less than $75,000,000, then— the amount allocated to each State other than a State described in clause
(ii)for that fiscal year shall be not less than $600,000; and the amount allocated to the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands for that fiscal year shall be not less than $100,000. ; in subsection (c), by striking efficient administration, including monitoring, evaluation, and one full-time staff position and inserting effective and efficient administration of funds, including the designation of not less than 1 individual who shall coordinate efforts to achieve and sustain compliance with the core requirements and certify whether the State is in compliance with such requirements ; and in subsection (d), by striking 5 per centum of the minimum and inserting not more than 5 percent of the .
