Section 5103a(d) of title 49, United States Code, is amended by adding at the end the following: An individual who holds a valid transportation security card issued by the Secretary of the departing in which the Coast Guard is operating under section 70105 of title 46 shall be deemed to have met the background records check required under this subsection. .
