Sec. 12. Regulations

Not later than 2 years after the date of enactment of this Act, the Special Counsel shall prescribe such regulations as may be necessary to perform— the functions of the Special Counsel under subchapter II of chapter 12 of title 5, United States Code, including regulations that are necessary to carry out sections 1213, 1214, and 1215 of that title; and any functions of the Special Counsel that are required because of the amendments made by this Act. Any regulations prescribed under subsection
(a)shall be published in the Federal Register.
