Section 407(b) ( 42 U.S.C. 607(b) ), as amended by section 103(b)(1)(C), is amended by adding at the end the following: Notwithstanding any other provision of this section, the minimum participation rate for purposes of subsection
(a)of this section shall be not less than 10 percent in fiscal year 2020 and 20 percent in fiscal year 2021 and each fiscal year thereafter. .
