In this title: The term Commandant means the Commandant of the Coast Guard. The term recognized organization has the meaning given that term in section 2.45–1 of title 46, Code of Federal Regulations, as in effect on the date of the enactment of this Act. The term Secretary means the Secretary of the department in which the Coast Guard is operating.
