Section 553 of title 5, United States Code, as amended by section 302 of this Act, is amended by adding at the end the following: Any person that uses any false writing or document knowing the same to contain any materially false, fictitious, or fraudulent statement or entry with respect to a rulemaking under this section shall be fined not more than $250,000, imprisoned not more than 5 years, or both. .
