Title III of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30101 et seq.) is amended by adding at the end the following new section: It shall be unlawful for any lobbyist to make a contribution to any candidate for Federal office or member of Congress. In this section, the term lobbyist means a lobbyist, as defined in section 3 of the Lobbying Disclosure Act of 1995 ( 2 U.S.C. 1602 ), that is registered or is required to register under section 4(a) of that Act. .
