Not earlier than 1 year, or later than 2 years, after the date described in section 4(c), the Secretary of Labor shall conduct an evaluation of the programs administered under this Act. Not later than 5 years after the date described in section 4(c), the Secretary of Labor shall transmit to the Committee on Education and the Workforce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate, a final report on the results of the evaluation conducted under subsection (a).
