Out of the amount reserved under section 4(b)(1), the Secretary of Labor shall— provide technical assistance to ensure providers have sufficient organizational capacity, staff training, and expertise to effectively implement the programs under this Act; create regional and national opportunities for in-person peer learning; and provide on a competitive basis subgrants to States and local areas to— conduct pilot programs and demonstration programs using emerging and evidence-based best practices and models for youth employment programs; and evaluate such programs using designs that employ the most rigorous analytical and statistical methods that are reasonably feasible.
