Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall— conduct a study on how to create flexibility under the Water Infrastructure Finance and Innovation Act ( 33 U.S.C. 3901 et seq.) for small communities, rural communities, disadvantaged communities, and Tribal communities, including— ways to improve access to assistance under that Act for those communities; and how to lower the burden of applying for assistance under that Act for those communities; and submit to Congress a report that describes the results of the study under paragraph (1).
