It is the sense of Congress that the Secretary should provide technical assistance and other support to State emergency management agencies to assist in the development of handbooks for floodplain managers that— include policies to help manage the risks of coastal and river flooding; and consider coastal protection solutions that promote resilience, such as living shorelines, and regional sediment management.
