Not later than 180 days after the date of enactment of this Act, the Secretary shall submit to Congress and make publicly available a report that describes— the extent to which the Secretary has carried out section 3 of the Act of March 2, 1945 (59 Stat. 23, chapter 19; 33 U.S.C. 603a ); how the Secretary has evaluated potential projects to be carried out under that section; and recommendations for the establishment of a pilot program to improve the implementation of that section.
