Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall— complete a study on the implementation of the navigation and ecosystem sustainability program under title VIII of the Water Resources Development Act of 2007 ( 33 U.S.C. 652 note; Public Law 110–114 ); and submit to Congress a report on the results of the study under paragraph (1), including a description of the obstacles that must be removed to implement the program expeditiously.
