Sec. 1015. Implementation guidance for this Act

Not later than 1 year after the date of enactment of this Act, the Secretary shall issue guidance to carry out this Act and any amendments made by this Act with respect to a provision of law under the jurisdiction of the Secretary. Subsection
(a)shall not apply with respect to a provision of law for which a lack of funds appropriated to carry out that provision prevents implementation guidance from being issued.
