Except as provided in subsection (b), not later than 120 days after the date of enactment of this Act, the Secretary shall issue guidance to implement each provision of law (including an amendment made to a provision of law) under the jurisdiction of the Secretary, for which guidance has not been issued as of the date of enactment of this Act, under— the Water Resources Reform and Development Act of 2014 (128 Stat. 1193); and the Water Infrastructure Improvements for the Nation Act (130 Stat. 1628). Subsection

(a)shall not apply with respect to a provision of law for which a lack of funds appropriated to carry out that provision prevents implementation guidance from being issued.
