As soon as practicable after the date of enactment of this Act, the Secretary shall enter into an agreement with the National Academy of Sciences under which the National Academy shall conduct studies regarding— the means by which the Corps of Engineers can increase transparency in cooperating with— Congress; State and local units of government; local stakeholders; and other cost-share partners, government agencies, and stakeholders; whether Congress should use a system-wide, rather than project-based, authorization process for water resources development projects; and whether the structure and organization of the Corps of Engineers, as in effect on the date of enactment of this Act— is the most effective structure and organization for continued operation; or should be modified to increase— efficiency; coordination; transparency; or cost savings.
