The Secretary of Health and Human Services (referred to in this section as the Secretary ) shall enter into contracts under section 338B of the Public Health Service Act ( 42 U.S.C. 254l–1 ) with eligible health professionals providing substance use disorder treatment services in substance use disorder treatment facilities, as defined by the Secretary. In carrying out the activities described in subsection (a)— such facilities shall be located in mental health professional shortage areas designated under section 332 of the Public Health Service Act ( 42 U.S.C. 254e ); section 331(a)(3)(D) of such Act ( 42 U.S.C. 254d(a)(3)(D) ) shall be applied as if the term primary health services includes health services regarding substance use disorder treatment; section 331(a)(3)(E)(i) of such Act ( 42 U.S.C. 254d(a)(3)(E)(i) ) shall be applied as if the term behavioral and mental health professionals includes masters level, licensed substance use disorder treatment counselors; and such professionals and facilities shall provide— counseling by a program counselor or other certified professional who is licensed and qualified by education, training, or experience to assess the psychological and sociological background of patients, to contribute to the appropriate treatment plan for the patient, and to monitor progress; and all drugs approved by the Food and Drug Administration to treat substance use disorders.
There is authorized to be appropriated to carry out this section, $25,000,000 for each of fiscal years 2019 through 2023.
