Section 403 of the Food for Peace Act ( 7 U.S.C. 1733 ) is amended— in subsection (a)— in paragraphs
(1)and (2), by inserting agricultural before commodity each place such term appears; and in paragraph
(2)by striking that country and inserting the recipient country ; in subsection (c), by striking donated or purchased and inserting provided ; in subsection (e)(1), by striking assure and inserting ensure ; in subsection (i)— in paragraph (1), by striking as appropriate, and inserting as appropriate and in consultation with the Secretary of State, ; in paragraph (2)(B), by striking as appropriate, and inserting as appropriate and in consultation with the Secretary of State, ; and in paragraph (3), by striking as appropriate, and inserting as appropriate and in consultation with the Secretary of State, ; and by amending subsection
(m)to read as follows: Funds made available under this Act may only be used to provide assistance to recipients if adequate monitoring and controls, as determined by the Administrator, are in place to ensure that emergency food assistance is received by the intended beneficiaries in areas affected by food shortages and not diverted for unauthorized or inappropriate purposes. .
