Section 402 of the Food for Peace Act ( 7 U.S.C. 1732 ) is amended— by amending paragraph
(3)to read as follows: The term appropriate committee of Congress means— the Committee on Agriculture, Nutrition, and Forestry of the Senate ; the Committee on Appropriations of the Senate ; the Committee on Foreign Relations of the Senate ; the Committee on Agriculture of the House of Representatives ; the Committee on Appropriations of the House of Representatives ; and the Committee on Foreign Affairs of the House of Representatives . ; by redesignating paragraphs (4), (5), (6), (7), (8), and
(9)as paragraphs (5), (6), (7), (8), (9), and (10), respectively; and by inserting after paragraph
(3)the following: The term associated costs means funds made available under this Act to eligible organizations described in section 202(d)— to establish programs under this Act; to meet specific administrative, management, personnel, transportation, storage, distribution, and implementation costs for carrying out programs and providing commodities in foreign countries under this Act; in the case of commodities for urgent and extraordinary relief requirements (including prepositioned commodities), to meet the transportation costs incurred in moving such commodities from designated points of entry or ports of entry abroad to storage and distribution sites and associated storage and distribution costs; and to improve and implement methodologies for food assistance programs, including needs assessments (upon the request of the Administrator), monitoring, and evaluation. .
