Sec. 616. Assistance for homeless children and youths

The Secretary shall provide assistance to local educational agencies serving homeless children and youths displaced by a covered disaster, consistent with section 723 of the McKinney-Vento Homeless Assistance Act ( 42 U.S.C. 11433 ), including— identification and enrollment assistance; assessment and school placement assistance; transportation; coordination of school services; referrals for health and mental health; and emergency services and supplies necessary to enable homeless children and youths to enroll, attend, and succeed in school. For purposes of providing assistance under subsection (a), section 722(c) and subsections
(b)and
(c)of section 723 of the McKinney-Vento Homeless Assistance Act ( 42 U.S.C. 11432(c) , 11433(b) and (c)) shall not apply. The Secretary shall disburse funding provided under subsection
(a)to State educational agencies based on demonstrated need, as determined by the Secretary, and based on the number of homeless children and youths enrolled as a result of displacement by a covered disaster. Each State educational agency receiving funding under subparagraph
(A)shall distribute funds that are appropriated under section 601 and available to carry out this section to local educational agencies based on demonstrated need and based on the number of homeless children and youths enrolled in the area served by the local educational agency as a result of displacement by a covered disaster, for the purposes of carrying out subtitle B of title VII of the McKinney-Vento Homeless Assistance Act ( 42 U.S.C. 11431 et seq.). In this section, the term homeless children and youths has the meaning given the term in section 725 of the McKinney-Vento Homeless Assistance Act ( 42 U.S.C. 11434a ).
