Out of the funds in the Treasury not otherwise appropriated, there is appropriated $200,000,000 for necessary expenses of the Department of Veterans Affairs relating to— the repair of medical facilities, including hospitals and clinics, of the Department located in Puerto Rico or the Virgin Islands that were damaged by Hurricane Irma or Hurricane Maria; personnel requirements of the Department at such facilities; and the provision of emergency services by the Department in Puerto Rico and the Virgin Islands.
