Out of any funds in the Treasury not otherwise appropriated, there is appropriated to the Secretary of Agriculture $14,000,000 to make grants to States (as defined in section 15 of the Child Nutrition Act of 1966 ( 42 U.S.C. 1784 )) for the purposes described in section 17(h)(10) of that Act ( 42 U.S.C. 1786(h)(10) ) in response to covered disasters. The amount appropriated under subsection (a)— shall remain available for obligation until September 30, 2019; shall be in addition to amounts otherwise made available to carry out section 17(h)(10) of the Child Nutrition Act of 1966 ( 42 U.S.C. 1786(h)(10) ); and is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 ( 2 U.S.C. 901(b)(2)(A)(i) ).
