The matter under the heading of title IV of division A of the Consolidated Appropriations Act, 2017 ( Child nutrition programs Public Law 115–31 ), is amended by inserting before the period at the end the following: . , That any amounts made available under this heading to provide competitive grants to State agencies for subgrants to local educational agencies and schools to purchase the equipment needed to serve healthier meals, improve food safety, or to help support the establishment, maintenance, or expansion of the school breakfast program that remain unexpended on the date of enactment of the Provided further Puerto Rico and Virgin Islands Equitable Rebuild Act of 2017 shall be distributed to State agencies in Puerto Rico and the Virgin Islands for those purposes
