Section 196 of the Federal Agriculture Improvement and Reform Act of 1996 ( 7 U.S.C. 7333 ) is amended by adding at the end the following: Beginning on the date of enactment of this subsection, the Secretary shall retroactively make available to producers in disaster counties (as defined in subsection (i)(1)) in the Commonwealth of Puerto Rico and the United States Virgin Islands the catastrophic level of protection under this section for the 2017 crop year. A producer desiring assistance under paragraph
(1)shall submit to the Secretary an application for the assistance not later than 180 days after the date of enactment of this subsection. .
