Section 306(a) of the Consolidated Farm and Rural Development Act ( 7 U.S.C. 1926(a) ) is amended by adding at the end the following: To the maximum extent practicable, in providing community facility grants under paragraphs (19), (20), and (21), the Secretary shall give priority to applicants that would use the grant— to rebuild essential community facilities in the Commonwealth of Puerto Rico or the United States Virgin Islands that were damaged or destroyed due to a hurricane or severe wind; or to construct essential community facilities in the Commonwealth of Puerto Rico or the United States Virgin Islands to improve food security and food independence in an area that was damaged by a hurricane or severe wind. .
