The Secretary shall prepare an environmental assessment in accordance with the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq.) for each project under this title. In preparing an environmental assessment for a project under subsection (a), the Secretary shall provide public notice of, and an opportunity to comment regarding, the applicable project. The Secretary shall study, develop, and describe in each environmental assessment under subsection (a)— the project as the proposed action; and a no-action alternative, the analysis of which shall include a description of the resulting environmental effects of taking no action on— forest health; habitat diversity; wildfire potential; insect and disease potential; municipal water supplies; and other economic and social factors.
The Secretary shall limit each environmental assessment under this section to a length of not more than 100 pages. Not later than 180 days after the date on which the Secretary publishes a notice regarding an ecosystem restoration project in accordance with subsection (b), the Secretary shall complete the environmental assessment for the project. No supplemental analysis of an ecosystem restoration project that is the subject of an environmental assessment under paragraph
(1)shall be required after the date on which that environmental assessment is complete.
